HUNGARY - SUMMARY OF POLICIES AND LEGISLATION FOR FOOD WASTE PREVENTION AND REDUCTION


Food waste has only been recently addressed in Hungary, notably through the coordination of food waste-related activities by the Ministry of Agriculture and Rural Development as of 2013.

Hungary does not have a specific national plan, however food waste is addressed in the National Waste Management Plan (2014-2020) - issued in 2013 - that contains the Hungarian Government’s plan in terms of waste management. This plan identifies a wide range of priorities including waste prevention, redirection towards reuse of by-products, packaging, biogas, composting, bioethanol production, research and innovation, eco-design, sustainable management, rand edistribution towards poor people. However, it does not define a clear action plan detailing the responsabilities of different governmental levels (i.e. national or regional).

Food donations are incentivised, meaning that corporate tax benefits for food donations (20% of the value of donations can be deducted from corporate tax base) are currently in place. Furthermore, food donations are exempt from VAT meaning neither the companies donating food nor the recipients of these donations have to pay VAT.

The Hungarian Food Book (Codex Alimentarius Hungaricus) was issued in 2013 by the Ministry of Rural Development. The codex contains quality, marking and food safety requirements for food products.
